In a special election held on September 9, 2025, Democrat James Walkinshaw won the vacant seat in Virginia's 11th Congressional District. This victory increases Democratic representation in the House and narrows the Republican majority. The district includes parts of Fairfax County and is home to many federal workers. In the 2024 election, this area voted for Kamala Harris over Donald Trump by 34 percentage points. Walkinshaw, who was the former chief of staff to the late Rep. Gerry Connolly, defeated Republican Stewart Whitson, a military veteran, former FBI special agent, and current lobbyist. The result means that House Speaker Mike Johnson can now afford to lose only two Republicans on party-line votes, down from three.
